Most three-day Penang itineraries try to fit Batu Ferringhi, Penang Hill and the whole UNESCO core into one trip. You can do it. You'll spend a third of your time in a Grab.
Here's the version that assumes you'd rather eat well and walk less.
Batu Ferringhi has the resorts. It's also 45 minutes from everything you came for, and that drive happens twice a day. Unless the trip is the beach, stay inside the heritage zone — Chulia Street, Armenian Street, or the Hutton Lane pocket. Almost everything below is then a walk.
Start at Khoo Kongsi before 10am, while the light is still low enough to see the carving detail. Armenian Street and Cannon Square are two minutes away.
Lunch on Chulia Street. Note the hours: many of the best stalls are evening only — the street changes character completely after 5pm, and a guide that sends you there at noon is guessing.
Penang Hill's funicular queue is the whole problem. Arrive before 9am and it's fifteen minutes; arrive at 11am and it's over an hour in full sun.
The Habitat at the top is genuinely worth the extra ticket if you like walking. If you don't, the view from the station is the same view.
Pinang Peranakan Mansion, then the Clan Jetties in the late afternoon when the light is behind the water rather than in your eyes.
November to March is drier. September and October are the wettest, though rain usually arrives late afternoon rather than all day — plan indoor things for 3pm–5pm and you'll barely notice it.
